European Youth Ministers Meet in Kyiv

At the end of October, the 8th Conference of European Youth Ministers was held in Kyiv to discuss European youth policy for the next decade. The theme of the conference was "the future of the Council of Europe youth policy: AGENDA 2020." took place in Kyiv.

The two-day conference was attended by participants from 50 countries of the European Cultural Convention, as well as many high-level politicians from 50 participant countries of the European Cultural Convention. The conference was kicked off by Ukrainian President Viktor Yushchenko, who proclaimed 2009 to be the “Year of Youth” in Ukraine.  Yushchenko added that a national strategy will be developed next year that will seek to integrate young people, resolve educational problems, and popularize healthy lifestyles. 

Maud de Boer-Buquicchio, the deputy secretary general of the Council of Europe, summarized the challenges to the organization’s policies in the youth sector such as those related to the values of human rights, democracy and the rule of law, cultural diversity and intercultural dialogue. She emphasized the fact that "mainstreaming" could rejuvenate youth work and policies across the continent.

"Youth policy cannot and should not be developed in isolation,” she said. “They must be a part and parcel of education, social affairs, health and other policies."

The conference program included four working sessions that examined:
•    supporting equal opportunities for girls and boys, young women and young men;
•    promoting young people’s access to social rights;
•    empowering young people to promote cultural diversity and intercultural dialogue, including its religious dimension; and
•    promoting intergenerational dialogue and team spirit.

Such Conferences of Youth Ministers are held every three years to set out the Council of Europe’s long-term priorities for the youth sector. The conferences offer a platform for member states to examine the main problems and challenges they face in the youth field and, in addition, to allow direct contacts to be forged between ministers of different countries.
